Do I have to pay my court fees to reinstate my license.?

I went to court and racked up $400 in court fees for driving on a suspended license.. shortly after I got a letter in the mail stating I was a habitual driver and that my license is suspended for 5yrs!!! Well I am elegible for a hardship now but do I have to pay my court fees in order to get it?
